According to the Florida Department of Health (DOH), people leave their home country to leave in another country. DOH apparently has different terms for visas, acts, and laws for specific types of migrants.
DOH doesn’t like to use the term immigrant as it finds out the Immigration and Nationality Act’s (INA) definition board. Usually, INA defines immigrants as “aliens”. Alien as one without citizenship of U.S.
DOH directs to Permanent Resident Alien who is a green card holder and is a foreigner who can live permanently in the U.S. and enters through U.S. immigrant visas which are issued by DOH or the Department of State.
